In November 1954, Li Dequan, head of the Chinese Red Cross Society Japan-Visiting Delegation, released in Tokyo the name list of war criminals detained in China"s Fushun War Criminal Management Center. In spring of the following year, relatives of these war criminals kept sending in from Japan large amounts of parcels and letters. The first batch consisted of 165 letters, later 1,042 letters and over 1,000 parcels were sent in. These postal matters were transferred to the management center via Beijing Red Cross Society.

成立战犯自理组织
为丰富战犯的生活,管理所成立了学习委员会。委员会下设学习部、文化部、生活部、创作部。其中文化部开办音乐班、合唱班、舞蹈班、戏剧班、油画班等,体育部组织战犯进行日常体育锻炼和比赛。
管理所给战犯购买了小提琴、手风琴、小号、萨克斯管、吉它等乐器,让他们成立了音乐班、合唱班、舞蹈演剧小组等;经常组织他们观看中国、日本、印度、意大利等国的电影;晚饭后,演奏简短的音乐,演出简单的歌谣和舞蹈;每当节日时,组织他们排练各种节目,进行节日演出。
War criminals self-caring organization set up
With a view to enriching the life of war criminals, the management center set up a study committee. The committee set up under it a study class, a culture class, a life department and a creation department. The cultural department opened a music class, a chorus class, a dancing class, a drama class and an oil painting class; the sports department organized war criminals to do daily physical training and take part in matches.
The management center bought for war criminals violins, accordions, trumpets, saxhorn, guitar and other instruments. They set up music class, chorus class and dancing and drama-performing groups; they were often organized to go to watch films of China, Japan, India and Italy; after supper, they played brief music, performed folk songs and dances; during festivals, they were organized to rehearse various programs, and put on festival performances.
